American R&B/pop/rock singer, born Julia Ardelia Waters, on June 8, 1943, in Jefferson County, Texas, raised in Los Angeles, California. Sibling of Maxine Willard Waters, Luther Waters and Oren Waters. Resides in Altadena, California. Married to David Tillman.
